(1) The administration and management of the employees of the group will be done by the Ministry (2) The Government of Nepal shall appoint an officer from among the officers working in special category posts under the gazette of the civil service to work as a secretary for the administration and management of the employees.
(3) For the purpose of administration and management of the employees of the service, the secretary shall also act as the head of the department.
